How to get to these is the question.  The Likerts in the 1970's discovered the way.  They developed rating scales to show how well an organization was doing.  The scales also tell how to do better.  The spreadsheet subprogram automatically draws a chart on how things are going over  time.  The program rates the status of Leadership,  Motivation, Directing, Communicating,  and Informing.  If they are used over time they will lead the way to continuous improvements and productivity.
